Found unit does have a damper installed,but the ducting above it tapes down and it is only allowing the damper to open partially causing an air flow restriction. Ducting would need to be redone so that it is 8 ducting to allow for damper to open fully. Also would recommend adding a damper to the vent exit from the house to reduce air blowing in from outside.

Tech removed toe kick and found that the cat5 newfi diagnostic port is missing from the machine. Tech removed water flood switch assembly and used dmm to check thermistor pins. Pins indicate that the ambient temperature is around 175 degrees currently. Water flood switch has failed and is the likely culprit for the complaint of the dishwasher not heating.
